Can Safety Culture Become a Useful Concept?

Safety culture is a term and concept that many people in the safety and health field use regularly with varied assumptions about its meaning. For some, culture is "the way we do things around here." For others, culture is "what we do when no one is watching." These may be useful shorthand ways of describing an organizational characteristic, but they don't tell us enough about what specific elements safety culture comprises, how safety culture relates to actual safety performance, and how to measure it.
